I stumbled upon this idea at the Baby Blog Addict. It's called a Boo Gram. There are instructions here. You basically send a little goodie bag (or pail or box...you get the idea) and then that person is supposed to "Boo" 2 other neighbors. I thought that was pretty cute.
I don't know that I will do it for Halloween, but maybe I'll do a "Gobble Gram" around Thanksgiving.
